Russia accepted to cooperate with NATO in establishing the defense shield process and banned the delivery of S-300 missile systems to Iran. Furthermore NATO and Russia are about to get into an agreement to conclude a series of agreements designed to boost cooperation in the Afghan war. Combining all these with the Russia-China relations mentioned above Ozdal stated that Russia with a strategic reasoning utilizes the interdependency because it sees China as an economic rival and sees the West as a rival in security industry so it balances this situation by cooperating with both. In other words it is an interest based policy instead of an ideology directed to international system.
